The Programs & Operations Officer is responsible for the end-to-end execution of the Foundation’s programs and operational framework, translating structured strategies into actionable initiatives. Operating as the central execution point across all programs, the role drives implementation, coordinates external support resources, and ensures disciplined follow-up across stakeholders, systems, and financial processes.

Working under the guidance of the Operations Manager, the position combines hands-on delivery with structured coordination, ensuring that all program components—from beneficiary onboarding to donor engagement and financial flows—are executed consistently, efficiently, and in alignment with the Foundation’s standards.


Tasks and Duties


  • Lead the implementation of the Foundation’s programs from initiation to ongoing operation.
  • Translate defined strategies into structured, executable workflows.
  • Ensure timely rollout, continuity, and consistency across all programs.
  • Monitor program performance and ensure alignment with defined objectives and impact targets.
  • Support the refinement and expansion of operational policies and procedures.
  • Develop and standardize end-to-end processes including application, selection, onboarding, and renewal cycles.
  • Establish practical workflows that ensure efficiency, traceability, and control.
  • Continuously identify and implement improvements to enhance execution effectiveness.
  • Design and maintain operational templates, forms, and tracking tools.
  • Coordinate with external technical resources to implement digital solutions (e.g., applications, portals, tracking systems).
  • Ensure that systems reflect operational requirements and support efficient program management.
  • Maintain data accuracy, accessibility, and structured record-keeping.
  • Serve as the primary point of coordination with external stakeholders, including beneficiaries, institutions, and partners.
  • Ensure clear, structured, and timely communication across all parties.
  • Follow up on commitments, documentation, and operational requirements.
  • Maintain organized records of interactions and agreements.
  • Assist in implementing structured donor engagement and partnership processes.
  • Support outreach, onboarding, and ongoing relationship management activities.
  • Contribute to the preparation of communication materials and periodic updates.
  • Ensure proper tracking of commitments, contributions, and engagement cycles.
  • Coordinate with finance-related functions (accounting, audit, cash handling) to ensure proper execution of financial processes.
  • Follow up on budgets, disbursements, and reconciliations related to program activities.
  • Ensure that financial transactions align with approved processes and program requirements.
  • Maintain proper documentation and audit-ready records.
  • Track operational and program performance against defined indicators.
  • Identify execution gaps, risks, and bottlenecks, and escalate when necessary.
  • Prepare structured reports and updates for management review.
  • Ensure adherence to internal standards, controls, and governance practices.
  • Coordinate and follow up with outsourced service providers (technical, administrative, and operational).
  • Ensure timely delivery and quality of outputs from external parties.
  • Align external support with internal priorities and execution timelines.


Required Experience & Certificates

3–6 years of relevant experience in operations, program implementation, project coordination, or NGO activities


Required Education

Bachelor’s degree in Business Administration, Management, Economics, Social Sciences, or a related field
